Misys has been following HIPAA since its inception in 1996 and is preparing for the imminent challenges that HIPAA will present. Misys Computer Systems' proprietary applications are being analyzed and assessed to accommodate the changes that will be brought on by the pending and final rules of HIPAA. Misys's goal is to provide service at a consistently high level throughout the transition toward HIPAA compatibility. In order to move towards this goal, Misys is assessing all mission critical systems and addressing issues as they arise.

A HIPAA steering committee has been established at Misys to coordinate and facilitate HIPAA compatibility issues to provide accuracy and integrity of products and services. The HIPAA steering committee consists of specialized project teams assigned to address project management and reporting, vendor compliance, internal systems, as well as testing support. The project management office has the full endorsement and support from senior management at Misys Computer Systems. An Executive HIPAA Steering Committee - consisting of the CEO and senior management - has been established to provide top level oversight of the HIPAA project.

The following are key activities of the HIPAA Project Management Office undertaken in pursuit of our project plan objectives:

* Develop and implement consistent, corporate-wide approaches to fulfilling the following project objectives: inventory, assessment, testing and deployment issues.
* Oversee development and implementation of testing standards.
* Oversee development and implementation of product deployment plans.
* Solicit and update information from product vendors, business partners and service providers on their progress toward HIPAA compatibility.
* Foster an understanding and urgency of HIPAA issues throughout the company and with our customers.

HIPAA Background
On August 21, 1996, President Clinton signed into law The Health Insurance Portability and Accountability Act of 1996, also known as the Kennedy-Kassebaum Act, named for the Senators who sponsored the legislation. HIPAA includes two Titles. Title I addresses the issue of Portability, i.e., the ability of employees to maintain their health insurance when they undergo a change in employment status. Title II addresses the issue of Administration Simplification. This latter title was written in order to encourage improvements in efficiency and simplification of the administration of all health care information standards for E-Commerce.
Under HIPAA, The department of Health and Human Services (HHS) was required to create rules and regulations to comply with the Administration Simplification Title of HIPAA. As a result, on May 7, 1998, HHS began to publish its rule making in the Federal Register for Administrative Simplification as required by HIPAA. Once the rules are published as final rules in the Federal Register, it will take 60 days for them to become effective. Upon the effective date, we have 24 months to comply with the rules.
